The ratio of deficit (proficit) to the budget income allows not just to define unprofitable or profitable regions, but gives an assessment of the  balanced approach to the mobilization and spending of public funds. The ratio presents how much the revenue base is able to cover the region financial requirements. The comparison of the regions according to this indicator allows to discover the regions that depend most on non-repayable receipts.
